- largely police have fought community awareness/input of tech being implemented
- 'experts' generally limited to vendor salespeople
- sting ray use obfuscated in legal cases even to the point of dropping a case if disclosure required
- Requiring use policies and disparate impact reports to track usage of police surveillance tools, now that local officials aren't involved as much in budgeting
